The LAN dhcp range is 192.168.254.x and I used 192.168.100.x for the VPN clients. My goal is I need the VPN clients to be able to connect and access 192.168.254.2 which is a server.

Confirm that the UTM has the public IP that the client is trying to reach (not a NATted IP).
